If the tapes you have are actually "VHS-C" (the correct term for mini VHS camcorder tapes), then you can shop around for a VHS-Compact cassette adapter (some camera stores and bigger electronics stores still carry them in stock, otherwise the internet is the place to look). The adapter allows you to insert the mini cassette into a full-sized VHS tape shell/adapter and play on any regular VHS tape deck.
There are other "mini"-looking camcorder cassettes from that same decade, and they could be Video8, Hi8, and Digital8 (in the 8mm cassette category) or miniDV tapes, none of which will work with a physical tape adapter for home VCRs (you'd need the correct camcorder type for playback or transfer).
Look on your cassette tape cartridge itself, and there will be a "logo" (VHS-C, Video8, etc.) telling you what kind it actually is. Make sure of the right type before you spend any money on an adapter. The VHS-C tapes are 1/2" wide just like regular VHS tape, so the thickness is almost twice that of 8mm and miniDV tape cassettes.
And, yes, good camera stores either sell pre-paid "tape to DVD" service mailer envelopes or offer the service themselves. Going rate seems to be around $20 per tape. (I've found the pre-paid mailers in close-out bins for less than $10, but that's rare.)
